I am wondering if it is a known issue that while:

the receipt_date[gte] adjusts in the API for local time

the receipt_date[lte] does not seem to adjust at all.
for the List Receipts GET request.

so if I am trying to select Receipts from say 5am-11am (EST), the requests adjusts to 9am-11am UTC.
