Rate limit question for Partners

For partners using OAuth flow (with client ID + client secret) for normal API operations such as fetching time punches, locations, roles, time-off, etc...

Is the rate limit 10 calls/second applied to all partner API calls even if we are making calls for two separate companies?

Or is the rate limit 10 calls/second per company per partner?
